The Road Safety Authority (RSA) Driver Licensing Section has issued the following communication:
The Driver Licensing Directive provides that EU Member States (MS) may allow a driver who takes a bus or truck driving test in an automatic transmission vehicle to be granted a licence to drive a vehicle with a manual transmission if they had already taken a driving test in a vehicle (usually a car) with a manual transmission.
It was the intention of the RSA to introduce this change subject to the legislation being in place from 30 June 2020.
However, given the current crisis with COVID-19 and the various diversions that this has brought about for the Department of Transport, Tourism & Sport and the RSA, the proposed changes may not be in place for the 30 June 2020.
 It is very much the intention of the RSA that the change will be introduced as soon as possible. The RSA Driver Licensing section will provide further updates at a later date.
