RSA encourages action on Smart Tachograph II Retrofit

The Road Safety Authority (RSA) is advising commercial vehicle owners/operators that the new Smart Tachograph Version 2 is required to be retrofitted to vehicles operating internationally from:
  • 31 December 2024 for vehicles equipped with an analogue or digital non-smart tachograph (pre 14th June 2019 registered vehicles).
  • 18 August 2025 for vehicles equipped with a Smart Tachograph Version 1 (15th June 2019 to 20th August 2023 registered vehicles).
  • 1 July 2026 for vehicles where the maximum permissible mass of the vehicle, including any trailer, exceeds 2.5 tonnes.

Vehicles operating internationally within the EU, including those travelling to, through or from the UK are required to comply with the retrofit requirements from the specified dates above. The RSA is advising that retrofits are not limited to vehicles owned/operated by licensed operators only. Own Account vehicles are in scope if undertaking international journeys.

The RSA has confirmed that they expect significant numbers of vehicles will require a Smart Tachograph 2 to be retrofitted; long waiting times are expected at tachograph workshops so vehicle owners/operators should book asap to have the retrofit work carried out.

On retrofit costs, the RSA is advising that this will depend on various factors, including the age, make and model of the vehicle to be retrofitted.

On enforcement, the RSA has confirmed that they will adopt a pragmatic approach having regard to the wider retrofit progress at an EU/national level and the operator’s overall compliance at the time of an inspection. However, RSA is warning that they cannot guarantee other countries will adopt a similar approach, and therefore the advice is to plan ahead and make contact with a tachograph workshop asap.
