The Coach Tourism & Transport Council of Ireland (CTTC) welcomes confirmation from the Department of Transport and An Garda Síocháná that the review of the Large Public Service Vehicle (LPSV) licensing system is expected to progress to legislative changes in 2025.
In a response to a Parliamentary Question raised on behalf of the CTTC, the Minister for Transport Darragh O’Brien TD confirmed that the review aims to streamline the current inspection process and eliminate duplication across various testing regimes, including the Commercial Vehicle Roadworthiness Test (CVRT).
The CTTC has long engaged with key policymakers on this issue and has continuously advocated for a more efficient, aligned and fit-for-purpose licensing regime that reflects the professionalism and compliance standards upheld by operators across the country.
Chairperson of the CTTC David Conway said: “We welcome this important step forward in modernising the LPSV licensing system. For too long, operators have faced unnecessary duplication and administrative burdens that do not reflect the high standard of safety and professionalism across our sector. The commitment to legislative reform in 2025 is a positive signal that our ongoing engagement with Government is yielding results. We will continue to work closely with the Department of Transport and relevant authorities to ensure that the new system is efficient, fair, and supports the vital role that coach and bus operators play in Ireland’s transport network.
A simplified and modernised LPSV licensing framework is essential for supporting fleet investment, reducing administrative burdens, and maintaining the highest safety standards across the sector. The CTTC has pledged to continue to represent the interests of its members and provide input as the Department progresses the review and associated legislative updates.
